About Richard I. Fine
Richard I. Fine established the Law Offices of Richard I. Fine & Associates in 1974. Fine received his Bachelor of Science from the University of Wisconsin (’61). He went on to receive his Doctor of Law from the University of Chicago (’64) and was awarded a Ph.D. in International Law at the London School of Economics of the University of London (’67). During this time he received a Certificate from the Hague Academy of International Law, a Certificate of Comparative Law from the International University of Comparative Science in Luxembourg, and a Diplome d'Edudes Superieures  du Droit Compare from the Faculte Internationale pour L’Enseignment du Droit Compare in Strasbourg.

Prior to opening his firm, Fine founded and was chief of the first municipal antitrust division in the United States, for the City of Los Angeles. He was Special Counsel to the Governmental Efficiency Committee of the Los Angeles City Council and a member of the U.S. Department of Justice Antitrust Division, in Washington D.C. Fine has also practiced law with an international law firm in London and a law firm in Los Angeles.

In addition, Fine serves Southern California as Consul General for the Kingdom of Norway.
